Shift Handover and Chemical Safety Communication

Ask a safety team about weaknesses in their chemical-management program and the answers often focus on visible administrative control like training records, SDS access, or inventory data. Few will point at the minutes between one shift ending and the next one beginning.
But that short time deserves more attention than it receives. That transition is a critical point during which information about chemical inventories, permits, maintenance, temporary controls, and unusual conditions must transfer accurately before responsibility changes hands.
And studies of shift work have repeatedly found that incident rates rise around changeover, with the highest concentration at the start of a shift, which is precisely when the arriving crew is working from information somebody else handed them.
What sits between leaving and arriving
Handovers are among the few moments in the workday when critical safety information has to move between two people under time pressure. One of them is tired and wants to go home, and the other is just preparing for the day.
It also tends to be one of the least defined parts of the day. In a national inspection project, the U.K.’s Health and Safety Executive, a regulator for workplace health and safety in Great Britain, examined shift handovers at 16 offshore oil and gas companies. It found a repeating pattern in which responsibilities and information needs were poorly defined, training and written guidance were often inadequate, and handovers were rarely monitored or audited.
The chemical information that goes missing
Chemical knowledge can be particularly vulnerable during handovers because some of it may live in an employee’s mind rather than in a procedure or shared information system. At first glance, some things that fail to transfer seem mundane:
- A product substituted mid-shift because the usual one ran out
- A chemical decanted into a secondary container that may not be labeled properly
- A spill cleaned up where some residue may remain
- A delivery that arrived, but hasn’t been logged yet
- A worker who mentioned a headache or skin irritation and went home
Each one seems minor enough to skip when the outgoing shift is already at the door. Together, though, they can be the difference between the incoming crew knowing what’s in the building and simply assuming they do.
What a rigorous handover looks like
Organisations with exceptional handovers treat them as serious multi-step tasks, rather than a courtesy between shifts. A solid handover is:
- documented as well as spoken, so it doesn’t hinge on one tired worker's memory
- structured, so the same categories get covered every time regardless of who is working
- two-way, with the arriving person asking questions rather than just listening
- longer after a long absence, when the person coming back has more to catch up on
Confirming that information was received and understood matters as much as delivering it. A handover that ends with "any questions?" and silence or a shrug hasn’t confirmed anything.
Handovers can only transfer what the organisation knows
This is where the process hits its limit. A structured handover moves information between workers, but it can’t create information that was never captured.
If the arriving supervisor needs to take someone's word for which safety data sheet applies to a substituted product, the handover is only as reliable as one employee’s memory at the end of a long shift. If the chemical inventory doesn’t accurately reflect what arrived this week, the handover inherits that missing data and passes it along.
